    LBJ was elected to the Senate in 1948, became Dem whip in '51 and leader in '53 (all in his first term). He managed this by (1) building a relationship with Dick Russell (KKK-GA) and (2) what we would now call a "Leadership PAC". He channeled campaign contribs to fellow Dems and made them indebted to him. Incidentally, this was Pelosi's route to power as well. HRC - with fundraising abilities second only to Obama - could have made a similar play to be Maj Leader.
