    One can do some.  For a while I lived in a house with a large south facing screened porch.  We stapled plastic sheeting over the screen in the fall, and cut our heating oil use in half.  Tacky and non glamorous, but effective.

    Now most of my "passive" efficiencies are from awnings and trees for cooling in the summer.

    The power company however really pissed me off.  Several years ago they ran some new lines and cut down 3 of our big old trees that shaded the house (and without their buddies I have since lost another two).  These trees did not interfere with the lines and did not have to be cut.  This year they sent me a f--king brochure saying save energy costs-plant shade trees to block the sun from your home.
