Let's start with federal employees.  Using Bush's argument, civil servants should not be forced to comply with government policies and practices that violate their personal, moral or religious beliefs AND the law   But, has Bush protected their rights?  Indeed, not!

As a civil servant in the Bush administration, I was repeatedly ordered to comply with illegal agency demands to keep the public, news media and even Congress from knowing about operations and problems inside the agency.  The agency was so unconcerned about being forced to protect my "conscience," not to mention my First Amendment rights and my right as a federal worker to contact Congress, that it even put into writing its (illegal) threats of disciplinary action if I did not keep my concerns strictly within the chain of command...which, of course,  were not addressed within the chain of command.
