    is where the Government says, in response to one class of comments, that "a health care entity's refusal can be on any ground," despite the citation by reference and direct quotation of the relevant statutes, such as 42 USC 300a-7 (ch.6A), where the terminology is always and consistently "religious beliefs or moral convictions". Fortunately, "any ground" is not encoded in the regulation itself, but this shows you what the administration's attitude is.
