    If the Senate ends up being 50R, 49D, and 1Ind which I think that's essentially Kos' prediction, doesn't that mean the Repubs still control the Senate?  Wouldn't they still be the party with Majority speaker and assign and control the committees which decide which bills to have hearings on and give the "yes" or "no" to go to the full Senate for a vote.

    Bottomline: Isn't our minimum goal to have at least 50 actual party identified Dems (not including any democratically leaning Independents)so that we have true Majority in the Senate?

      This would be the exact situation that existed in 2002 after Jeffords' switch.  The Democrats and Republicans had to create a special power-sharing agreement at that time.  Jeffords caucuses with the Dems and is considered a Dem for organizational & committee purposes.

      If Bush wins, yes.  Cheney would cast the tiebreaker.  If Kerry wins, probably only for a few months until a special election is held to replace him, which the Democrat will probably win.  Then Edwards would cast the tiebreaker.

      Jeffords will vote with Dems on issues of Senate leadership which is how these things are decided -- not just by raw numbers of party members.  A 50R-49D-1I Senate + Edwards as VP will give Dems control.
