      That's the traditional argument made by religions that all money donated to them should be tax-exempt.

      Is a very subjective thing.  If you wrote a law that was specific about what help and who got it, only small "niche" charities would receive the tax exemption.

      Either leave it like it is or don't allow any tax exemptions.

      The definition of "poor" in NYC would probably be quite different than in rural Mississippi or Arkansas.
