    that the diarist is referring to the war as "public outreach" (that would be a new height in Orwellian language).  I believe he's referring to the IDF press operation as public outreach.

    My impression is that the diarist wants the IDF to point out that the people they're fighting are violating the laws of war in their use of civilian infrastructure as part of a military campaign.  I believe that is correct and established, and that the laws of war don't make any exceptions for the righteousness of one's cause (since, of course, everyone considers their side the more righteous in any war).

    Personally, I think there's a reason why neither side is too quick to bring up the issue of war crimes — it's generally supporters on one side or another.
