    were becoming public.  You claimed that Gingrich stepped down despite Clinton's impeachment (ie, the impeachment was not helpful to the GOP) and I'm saying Gingrich couldn't stand in there given his affair - and that the taste of the shutdown's strategic failure still rankled in the GOP.  

    The govt shutdown repercussions were still reverberating in '00, and the distraction of even a bogus impeachment drive (it was after all a sign of their desperation) was enough to stem what should have been a public rebuke at the polls for them.

    The fact is that Clinton and the Dems were weakened by his impeachment despite its bogus nature.  Today, as Conyers states in that document, the charges are immensely more grave and numerous, so any impeachment (with the ensuing discovery and public airing of much filthy laundry, some of it heretofore undiscovered) would have done immeasurably more harm to the GOP.
