    for anyone, creditworthiness becomes the differentiator, and overall budget.

    The state has near-zero creditworthiness, but a large budget with alternative programs that can be cut to free up funds for other priorities

    School districts don't have other programs they can cut, and their creditworthiness is subzero.

    Individual SD's are less able to fund legal battles than the state would be, and once you win one case the smarter ones would cave and the stupider ones would lose much quicker and cheaper.
