    Almost right...FISA sets up a special appeals court (the Foreign Intelligence Surveillance Court of Review) for decisions of the FISC.  They don't go to the DC Circuit.  That's what this decision is, in fact, a decision of the FIS Court of Review.  The losing party can petition for cert to the Supreme Court, but it's discretionary whether to take the case.
