    Ohio did not use paperless voting (for the most part).  The vast majority of Ohio's 88 counties used punch card voting (hanging chads and all).  Only a few counties (someone above said one, I thought five or six) used electronic voting and the balance used optical scan machines.  Ohio had planned to convert to electronic voting, but after concerns were raised about security, the move to change to electronic voting stopped.
