    was issued by Bush back in 2001. It gutted the Presidential Records Act of 1978 and placed further restrictions on public access to presidential records of past administrations. As a result, anyone remotely linked to a former President could claim executive privilege (on any legal grounds, however skimpy) and prevent historians or the public from viewing past records.

    While Congress was on track to overturn the executive order with a new law labeled H.R.35, Obama did it anyway. They can still pass H.R.35 if they want to, of course, and Obama will sign it.

    The Republican Party is neither pro-republic nor pro-party. Discuss!
