    in the US over prison reform by appealing to humanity, in that everyone should expect humane treatment and conditions whatever the crime.

    Even if you managed to separate mass murderers from pot smokers in the minds of the public, you still couldn't escape the accusation of coddling criminals. Getting past the general idea than anyone in prison is guilty and deserves whatever they get is also culturally insurmountable.

    However, closing Guantanamo is still a huge step towards doing something.
