    ... the core meaning of "replace gas and coal" when we are talking about CO2 emissions and Energy Independence.

      You are fading in and out like wind and solar. :-)

      "Replace" doesn't mean to "cut down on" last I heard.

        A reduction is a cut. If the store reduces the price of an item, it is the same as cutting the price of that item. Your argument appears to be based on a distinction that doesn't exist.

        Offsetting A with B cuts the amount of A.

        If there's only enough B to offset some of A, B is still cutting A, because without the offset, there would be more A.

        We need to reduce our need for A, and we need to add some C, D, E ... etc. to the mix to replace more of A, eventually eliminating it.

        Since there is a critical need to reduce the unwanted effects of A, waiting until ALL of A can be eliminated before offsetting ANY of it would be counterproductive.

        In real life, a TARP is a cover-up.
