    I think that the only scenario in which a real filibuster (that succeeds) materializes is one in which the Democrats refuse to permit any serious amending process. That gives the Republicans (and even some Democrats) something to cling to in their PR pushback.

    They're already singling out things they claim are "pork" or other wasteful items that do nothing to stimulate job creation, etc. And even where there are arguments to be made in defense of these items, they're sometimes convoluted, or indirect at best.

    That sets up a situation where we leave the Senate floor (and its nationally televised C-SPAN2 coverage) to critics of the bill, to read at their leisure a list of the most absurd-sounding descriptions of funded programs they can come up with. How long do you let that go on without rebutting it? Keeping in mind, of course, that rebutting it contributes to lengthening the filibuster.
