    . . . but don't make too much of it.  Nothing in a CRS report is secret and little of it couldn't be figured out by someone who knew what they were doing from accessible sources.  These reports are written by narrowly focused policy experts to allow staff and members of Congress to get a well-documented, politically neutral factual description of pretty much any topic that is likely to come across their plates.  They aren't publicly accessible in part to make the members and staff look smarter and more aware than they really are, but any intern in a congressional office can read any of this stuff they care to read, and most member offices will send you reports on any topic you ask them to.  

    Understand that CRS is not an investigative arm of Congress -- that's the Government Accountability Office or GAO.  GAO often turns up really significant problems, as do the departments' inspector general reports.  It is great that this is getting made available to the public, but this isn't the pentagon papers by a long shot.
