    When the U.N. security councel gave the green light for intervention in Rwanda nobody stepped up to the plate. When the U.S. and Nato went into Bosnia they didn't have a Security councel resolution approving it.
    With human rights enforcement like that...

      that the Rawanda genocide, in one form or another, was doomed to happen. The best we could have done is extract refugees from the area.

      Lost in the midst of the slaughter are the cold facts: The Hutu lost, and the Tutsi won and is working hard at stabilizing the region.

        of enforcement. Advantage to the stronger has nothing to do with human rights claims or defences, per the above comment.
