    no military appropriations can span more than two years.  Also, all appropriations must originate in the House.  So, the committee chair in charge of military funding bills and the Speaker have tremendous power over the military.

    Whether they wield that power...  So far, they haven't.

    Government and laws are the agreement we all make to secure everyone's freedom.

      Air Force, actually being involved with updating some of their standards for I/T and even hardware-based RFAs and ongoing projects.

      At the core of what we proposed in the revamp was accountability and project metrics.  Consistent metrics were sorely lacking in some key areas, plus there were regulations or project practices which didn't utilize metrics, checkpoints or validation reviews in ways that could show end-to-end views.  Let alone fully support decision check points between the project milestone phases.

      They were at least cognizant of the need to get a better grip on how they evaluated bids and managed contracts against those parties they engaged, which was a positive sign.

      But, this was over twenty years ago.

      As you imply, a lot of this is related to our desire to see meaningful oversight of where money goes and why occur.  My current emphasis is to see outside pressure create more project management reviews with external players, rather than just rely on reports from DoD internals.
