There is another HUGE problem with relying on treatment to keep HIV levels so low that the virus is impossible to transmit. Although there are people whose immune systems do so automatically ("long-term nonprogressors"), nearly everyone else requires daily medication for the rest of their lives. The problem is that in every single chronic disease that requires regular medication, including asthma, diabetes, depression, and heart disease, patients show a similar drop-off in medication compliance over the first year. Add to that the tremendous health delivery issues in low-income or poverty-ridden areas (and that's not even considering homeless street people) and I think it is clear that the only "cure" for HIV is a vaccine or other one-step treatment that eliminates the disease once contracted.
