    NASA is an independent Executive Branch agency. As such, the agency has a lot of freedom to do what it needs to do without interference from someone like the Commerce Secretary, Transportation Secretary, or (shudder) Homeland Security Secretary. (Whether or not NASA actually does anything, of course, is another matter entirely.)

    Additionally, the NASA administrator is the President's senior space adviser, but not an official cabinet member. In the best case scenario, a proposed DOS would spend lots of money (that could go into space exploration) just to effectively make the administrator a cabinet level position.

    The cabinet level position is irrelevant in this case. if the president wants to focus on space exploration, he/she will be on the phone to the administrator quite often.

    At any rate I can't imagine the NASA administrator looking forward to attending a lot of cabinet meetings that have nothing to do with space.

    I think I once mentioned that I don't like rats at the best of times.
