      Surgeon General reports to the Assistant Secretary of HHS. It's not exactly a step up for a guy who was governor of a state and head of a national political party. Surgeon General is a high-profile but low impact job. He has more freedom and thereby more power to get something done at DFA, frankly.

        to have him close at hand than out riling us up?  On the other hand, it would seem that it would be helpful to have him convincing all those insiders while would be an insider, too.
