I have long advocated for propulsion systems first and fuel depots. Then learn to sail the oceans of space doing road trips and not get bogged down in any single spot. Dropping a lander on mars from orbit and operating it real time, next mission, venus, next mission, ceres, next ...

All of our transportation machinery is based on getting fuel at the end or on route to your destination. The next imperiative is getting fuel off world. If we are going to incure the expense of dealing with another gravity well and setting up an outpost, first and foremost it should be about fuel.

Not having to haul all of your fuel out of earth's gravity well mean smaller faster ships.
