      If I understand your design concept correctly, the summary is: use tidal capture as a means of producing power with which to grow sea-ment walls to protect against rising sea levels.  Brilliant; elegant; self-sustaining.  And there is probably a way to either keep fish out or catch whatever edible species are present before putting them through the proverbial meat grinder on the way back out.  

      We could solve the climate crisis and its impacts if we had the will.  We have the technology, and your example is very interesting.  But instead we throw money at fraudulent bankers and their execrable global gambling junkets.  

      We need to let the whole derivatives market implode on itself and direct the resources where they'll do some good.
