    the water comes from are in the northern half of the state.  And the perception in CA during the drought years was that Northern Californians were doing more to conserve water than Southern Californians because Northern Californians cared more about protecting Mono Lake and other natural resources that "belonged" to the north. There were lots of inflammatory photos of lush green lawns and swimming pools around L.A. and brown lawns around S.F.   I have no idea whether this was in any way an accurate perception--I am merely reporting the dominant pro-division narrative that circulated in the Bay Area during those years.
