      It was slipped into the conference report of an 1100 page omnibus spending bill right before Christmas.  That is the bill that the House and Senate put together to resolve any differences between bills that are passed in either chamber.

      And this was December 2000.  Hell, they may still have been counting the votes in Florida at this time.

      I suppose nobody noticed it.  Except those that put it in.  It was never debated in the House or the Senate.

      In the House:

      157 Democrats and 133 Republicans voted for the appropriations bill. 51 Republicans and 9 Democrats opposed the appropriations bill

      I believe that clears the veto-proof margin. It passed by unanimous consent in the Senate.

      But remember.  This is the overall 1100 page omnibus appropriations bill.
