    but few point out that the republicans controlled congress and had a veto-proof majority to pass this bill.  I wish Clinton had stood up to them and vetoed it anyway, but he was always weak when it came to Wall St.  Plus, it was Monica-gate time (another hypocritical  Republican political boondoggle designed specifically to weaken Clinton and the Democratic party)  and he was behind the eight-ball, not that that's a legitimate excuse, but a major factor none-the-less.

    More imortantly, just because the law doesn't say you can't do something, if you continue to do it even though you know it's wrong, it is unethical and morally reprehensible.  

    When you count in the Commodity Futures Modernization Act, and the explicit encouragement of "self-governance" above all else for all industries by the Bush administration including the sacking of those who raised red-flags or said anything the administration did not want hear and I think it is clear just how much the Bush administration and republicans in general are to blame.

    And despite Bill's failings, let's put it in perspective (quoted from a comment by William Tat yahoo:

    Clinton = peace and prosperity, Bush = war and recession
    Clinton = admired around the world, Bush = universally detested
    Clinton = genius, Bush = imbecile
    Clinton = workaholic, Bush = vacationer
    Clinton = balanced budget, Bush = $5 trillion added to national debt and counting
    Clinton = Rhodes Scholar & 1st in his class, Bush = My Pet Goat
    Clinton = gas at $1.15/gal, Bush = gas at $4.15/gal
    Clinton = all indicators of national health up, Bush = everything he touches turns to crap
    Clinton = big man who accepts responsibility, Bush = weasel who plays blame game
    Clinton = higher standard of living, Bush = tremendous step backwards for America
