    (Regional Transit Authority) does this. There are feelings simmering in some areas that the needs of those lower on the socio-economic ladder may get neglected sometimes. There were some issues surrounding an attempt to get a community circulator (a bus which serves a small, contained area of adjacent neighborhoods) for the extremely poor, black, aging community of East Cleveland downhill from us, which has little retail and no full-service grocery. Many people are carless. They wanted to be able to come up here to the Heights to visit doctors, pick up prescriptions, do their shopping at our shopping centers and our four full-service groceries. Even our mayor supported it. At the time — a year ago — no one at RTA was listening. I don't know if this has moved since then.

      an MPO is not a transit authority.  An MPO plans for the spending all transportation money, not just transit, and every urban area has one by law.  Most MPO's have some relationship with the local transit providers and transit is incorporated into the MPO's planning.  A transit authority will have it's own board of directors and operations people.

        I am well aware of MPOs and spent several years lobbying on federal transportation legislation and policy.  They are definitely a step in the right direction, but in many places they are poorly composed (with suburbs disproportionately represented, precisely because of the multiplicity of suburban jurisdictions) or weak, with ultimate approval authority resting with the munis or the state.  But they are something to build upon, and I hope the White House task force looks at that.
