    will extend the same service to everyone as the Constitution demands.

    It's not the role of the state to "afford rights."  The proper role of the state is to respect the natural or god-given rights of persons to associate and enter into contractual obligations.  The role of the state is not to define individual responsibilities; it's to carry out the responsibilities assigned to it by the Constitution.

    The people govern.  They elect agents to do their bidding.  The duty of the chief executive is not to give orders or decide which mandates to follow; his duty is to follow the directives of the people's legislative agents.

    How do you tell a predator from a protector? The predator will eat you sooner rather than later.
