    relatively close to an ocean, no this isn't washing out of landfills.

    The only way for this plastic to get there would be airborne plastic from near the shore (you've seen bags flying in the wind, haven't you?), dumping or runoff in near shore locations, or dumping directly in the ocean.  If you're more than a few tens of miles from the ocean, I wouldn't worry about plastics usage for this reason; except that any such usage leads to more plastics production and shipping, which could lead to indirect deposition in the ocean.
