    granted Presidents broad discretion in ordering national security taps (US v Truong.)

    The original FISA was then enacted to create some oversight on the process. trulong was a stinker ruling, but the courts do get the last word on what's unconstitutional. In view of the ruling, the Bush tapping was not necessarily unconstitutional, but still clearly illegal.
