    a period when the pendalum started swinging towards citizens and then rapidly headed back to the direction from whence it had come.

    I can imagine the howling from law enforcement.  The traffic stop has been one of their very favorite excuses to searches.  In our little town, there's a short stretch of highway that is four lanes, with lots of traffic. Everyone, and I mean everyone picks a lane and drives on it - there's not thought of "staying in the right lane except for passing".  You just couldn't do that realistically.  Yet the cops pulled over an out of state driver for driving too long in the center lane, searched his car and voila!, there were the drugs.  The judge just kind of smirked about it.  I have absolutely no doubt they'd gotten a tip of some kind they either weren't willing to disclose or that wasn't reliable enough to get a warrant, followed the guy waiting for him to violate a traffic law and when he didn't, came up with this whacky one.  It worked for them.  Next time it won't.  How sweet!
