    situations where the person is arrested.  The officer will have to be able to articulate why they thought there was danger but they chose to not arrest.  They will no longer have the incentive to just unilaterally pull people over for some imagined or minor infraction when they have no reasonable suspicison, but rather some anonymous tip or some not so reasonable suspicison, such as the person being black in a white neighborhood, as they'be been free to do in the past.
