      American soil.  If a person born on a base can run for President, then a person who commits a crime at a base should face American justice.  If an American soldier killed another American soldier at Gitmo or Bagram, we all know which country would prosecute them.  The ICC in The Hague should be a last resort if we fail to prosecute, but I can guarantee the defendants would never stand trial or leave the country unfortunately.
