    Isn't this the same line of thinking that led to the nullification crisis while Calhoun was VP?

      Passed by Congress in 1833 enabled the Federal Government to use force (e.g., Federal troops; closing of ports; closing of other Federal facilities) to enforce Congressional legislation (particularly, a tariff bill) in South Carolina, which had passed a so-called "Ordinance of Nullification" purporting to veto a Federal law.  The South Carolinians backed down -- first they passed a resolution pretending to "nullify" the Force Bill, then they repealed their own nullification ordinance with respect to the tariff.
