    Growing up in Canada, I got the pleasure of experiencing all this nonsense for real with Quebec. When the last referendum was gearing up, there was a really, really good chance that Quebec was going to vote to separate (whatever that meant, but that's another discussion).

    So the English-speaking areas that really didn't want to separate from Canada started hollering partition. If Quebec can separate from Canada, we're going to separate from Quebec. The separatists didn't have a real good answer for that.

    So figure out where the separatists are, figure out who will vote for partition, and make sure you keep the really good bits and let the separatists have the crap land.

      ... of partition in the '95 Referendum was actually from the native peoples of Quebec - especially the James Bay Cree - moreso than anglophones.  The native peoples certainly had much more organization than the anglophone minority did, to carry out the threat;  the James Bay Cree even organized and held their own referendum on whether they'd join an independent Quebec or not, before the rest of the province held theirs.

      When asked about these threats for the documentary Breaking Point, Jacques Parizeau's response as to what an independent Quebec would do with native peoples unwilling to leave Canada was... well, eye-opening.
