    so I guess I'm not seeing the working definition of NE here.

    I would think that Census regions or divisions would be a logical choice, but what do I know?

    •  After Specter made the switch, Markos posted an (0+ / 0-)

      analysis showing U.S. Senate seats by region, and he split the U.S. into four quadrants giving each one either 24 or 26 Senators, roughly 25% each.  Because each state gets two Senators, the number of states had to be roughly equal, so Kos' list didn't exactly correlate with the U.S. Census Bureau's list, which seemed to go by population.
