    While it's provocative, it is a legitimate question.

    I believe there is a logical answer to this question, the implications of which are pretty shocking at face value.  Some countries would exclude officers from a rebel region for generations, if not centuries.  

    Namely, it was hard for the U.S. to aspire to be a great power while excluding descendants of the side with the best generals from military leadership--who, in the process, named bases after rebel generals.
