    There is some scholarship about the role of Hill staffers in the Legislative process. Some, like interns and low level staffers, do most of the ground work.

    More senior level people, like chiefs of staff, have a lot of input on the actual policy. It is almost like an unelected vice Senator. In fact, Joe Biden's chief of staff too over the Vice President's Senate seat (though he will likely step down and Biden's son will probably run for the seat.

    Still others, like legislative counsel, write most of the laws considered in the appropriate legalese.

    I might just take a week off and look at the staffers' role and try to interview a few staffers for the diary.
