    what happens if you have a dozen goats as pets?
    or sheep for wool?

    I have an aunt in VT that raises goats because she likes critters.
    would she have to register them?

      register each and be assigned a premise registration number.

      Some people argue that the PIN registration numbering changes the property into a premise putting it under different rules that like would allow ag agents special privileges to appear without notice and come in without warrants, that this number tampers with a deed in that respect but I don't know if that's true or what they mean by "tampers with a deed."

      I'm opposed to the NAIS because I think alternatives like the one put out by this one national cattle association, R-Calf, an eight point alternative (pdf) to NAIS, is more realistic. I think NAIS should be voluntary anyway.

      NAIS is based on the species of animal, not what the animal is used for.  Here's the list of species;
      Poultry: chickens, turkeys, guineas, geese, ducks
      Equines: horses, donkeys, mules
      Llamas & Alpacas
      Bison, deer, elk (those that are confined)

      So your aunt with her pet goats, or someone with a pet pot bellied pig, would be part of NAIS
