      Of course, it might be argued that Nixon brought us the excesses of the George W. Bush Administration. Cheney was Ford's chief of staff, Rumsfeld his Secretary of Defense. Both men witnessed an invigorated Congress roll back Nixon's imperial presidency, and didn't like it. Both men chafed under things like the Church Committee, and both men clearly vowed--if they ever got the chance again--to grow the Executive's powers once more.

          Ford certainly denied us our pound of flesh. I remember  that day and the rage many of us felt. On the other hand, I'm not sure how it killed the rule of law since the pardon was within Ford's Constitutional perogatives. It's also true that Nixon's resignation was a knife through his heart--perhaps punishment enough--and Ford spared us a spectacle that would have likely paralyzed the nation
