The threat is to a very limited number of people on the front lines of service provision who can protect themselves completely by removing themselves from the line of fire. That is why Dr Tiller and his staff must be regarded as true heroes.

It is unlikely that the malefactor here was a member of any domestic terrorist group; eyewitnesses said they had seen him before in the company of the nominally non-terrorist OR people. And he didn't commit his crime in the vicinity of the clinic, so improving security there would have had no good effect.

Nice try, but I'm going with wiscmass on this one. It's made PP and NARAL's job harder.

to provide women's health services when under threat of violence, lawlessness and murder.

I disagree, however, that OR is not a terrorist organization.  Especially if the perpetrator is affiliated with them, it will be clear that they are.  They may nominally disavow violence, but their rhetoric and tactics create the climate for these murders.  If this happened for some cause on the left, the right wing would not hesitate to label the group a terrorist organization.
