    could backfire in interesting ways. One of the reasons Amtrak trains experience delays is because Amtrak doesn't own the rails. The freight companies do, and Amtrak trains have to cede right of way to the freight trains. So increasing freight capacity could lead to larger Amtrak delays and a drop in ridership.

    Fixing property tax rates is a major factor in fixing urban sprawl and urban school funding. Having each town depend on property tax rates for budgets results in: a) continued fights about budgeting (my town regularly votes down the budget) and b) towns encouraging sprawl and big box stores because they bring in money. If property taxes were distributed on a regional basis, there would be more inter-town cooperative and better regional planning.
