    That isn't the way the system is now, though.  As it is, he isn't answerable to everyone.  A person in, say, Texas will not see John Kerry's name on his or her ballot next November.  John Kerry is therefore not answerable to the citizens of Texas.

    He was elected to represent the people of Massachusetts.  Because he represents them, he does have an obligation to listen to them.  However, he does not have the obligation to listen to people he doesn't represent.
