    According to the Online Office of Congressman John Lewis:

    "the DOJ determined that the Georgia system of voter verification was "seriously flawed" because the process too often targeted (over 60 percent of the time) American born or legal citizens whose right to vote should not have been questioned.  And the DOJ discovered that the state had disproportionately targeted minority voters—mainly African-Americans, but also Asian and Hispanic voters--suggesting the process has a discriminatory effect on minorities."
