Turnout was equally low in the 2006 Democratic Senate primary.  And Jim Webb went on to defeat George Allen. And then in 2007 we picked up state House and Senate seats. And then in 2008 Mark Warner won a Senate seat, and we picked up 2 new seats in Congress, and Obama won Virginia by around 6%.

Turnout is always low here in state election primaries. Our state-level primaries are in odd numbered years, out of synch with federal elections, so this shouldn't come as a huge surprise.

So I don't see how low primary turnout suggests poor job performance on the part of the Virginia Democratic Committee.
