    there are lunches in the parks in conjunction with summer programs.  We are relatively poor in the area, but it is a cheaper way of dealing with things to give the kids essentially a day care option with food and activities.

      and some churches are part of a free-lunch / free-meal (they start around 10 a.m.) program during school holidays.

      Unlike the soup kitchen / shelter model, they don't make the kids sit through a sermon first. Show up, get fed.
