    One of the links in the diary, NFPA Journal: Robert Duval, "The legacy of nightclub fires"., is actually more about the Station fire with the Cocoanut Grove covered more in the past comparison context.

    Add to the factors mentioned in your comment the practice of "grandfathering" existing establishments when codes are changed.

    I notice the fifteen minute time frame surfaces with the Station fire, as well, as you mention.  Fire can spread frighteningly fast.  You don't have time to lolly-gag around.  get the hell out!
