    that these problems are at all caused by local control.  From my perspective - I'm a student at a pretty rich suburban district - whenever someone outside my local district tries to take control, it leads to standardization, disrespectful practices toward students, and the general decline of the quality of education.

    We have a vocational school, but it's for my entire county.  There's no reason why there can't be multi-district vocational schools, which offers something that you want, but without compromising the good size of districts now.

    Also, Hawaii could still have people commuting really far to school, but there just aren't "sending districts" because it's a statewide school system.  A rose by any other name...
