      That was FDR's acknowledgement of a basic political reality: the volume of advocacy determines what is politically possible.

      Obama may wish to do the right thing on these issues, but may hesitate in the face of the possible political cost.  That means that the only way to induce him to do even what he wants to do is to bang the drum loudly and keep the volume of criticism high.
