I lived from 06 to 08 in Kuwait, and during that time - when gas hit $4 a gallon in the US, the price in Kuwait was fixed at 64 fils/litre, which works out at around $1 per gallon.

And never let anyone say that gas prices don't influence your choice of vehicle. In Kuwait, I was driving a 4 litre Toyota Land cruiser, with a 180 litre (45 gallon) tank that did maybe 15 mpg. A fill up would cost around $40.

In Europe, I drive a small Peugeot diesel which delivers 42+ mpg.
